Can one player enter more than one division?

Not within one event — an entry is one player, one division, and a second entry to the same event is refused. Directors who want a player in both a skill bracket and an age bracket run them as separate events, which is also what gives each its own price and its own field.

Do you check player ratings?

No. Skill division is self-declared and taken at face value. If rating verification is what keeps your brackets honest, this does not provide it.
