You refund from the rider list. Card processing is not returned on a refund, so a cancelled ride costs you the processing on everything already collected — worth pricing in if late-season weather is a real risk.

Can I stage the start?

Yes. Staged starts are a field, so a fondo going out in waves does not need a separate plan.

Can I sort riders into categories?

No. There is no category field, no licence capture and no per-category field limit. This suits a fondo, a charity ride or a club event; sanctioned racing with categories needs something we have not built, and that is worth knowing before you start rather than after.
